A Saudi business license is a stack of approvals: Commercial Enrollment, municipal license, and often a sector license — with MISA enrollment first for foreign-owned companies.
Most delays happen between these layers. This page maps every license type, issuer, cost, and timeline — so you can plan before you spend.

Types of Business Licenses in Saudi Arabia

Here's what each license covers and who typically needs it.
Each one links to a full guide with costs, documents and timelines.

How Business Licensing Works in Saudi Arabia in 2026

Think of a Saudi business license as four layers, applied in this order:

1.  Investment enrollment with MISA, for foreign and mixed-ownership companies.
2. Commercial enrollment with the Ministry of Commerce (MOCI) through the Saudi Business Center.
3. Municipal license for your premises through the Balady platform..
4. Sector license or approval from the ministry or authority that regulates your activity.
After that comes enrollment with ZATCA for tax, GOSI for social insurance, Qiwa for labour and Muqeem for residency. These aren't licenses, but you can't hire, invoice or sponsor visas without them.

What changed under the 2025 Investment Law

The new Investment Law came into force in February 2025 and replaced the Foreign Investment Law of 2000. Its biggest change was scrapping the separate foreign investment license. Investors now enroll in a National Record of Investors run by MISA, under one process that applies to local and foreign investors alike. MISA issues an Investment Enrollment Certificate instead of an investment license.
People still say "MISA license", and many consultancy sites still describe the old regime. If a guide walks you through a pre-2025 licensing process, treat its fees and steps with caution. Our MISA investment enrollment guide covers the current process in detail.

The new Commercial Record Law

Saudi Arabia's new Law of Commercial Record took effect in April 2025. Three changes matter for new companies. The Commercial Enrollment no longer has an expiry date. City-level sub-records were abolished, so one Commercial Enrollment now covers the whole Kingdom. And the Commercial Enrollment number doubles as the establishment's unified number. Instead of renewing, you confirm your Commercial Enrollment data every year.

Commercial Enrollment, municipal license or sector license: what's the difference?

The Commercial Enrollment proves your company exists and lists the activities it may carry out. The municipal license approves the premises where you carry them out. A sector license confirms you meet the technical rules for regulated work such as manufacturing, mining, transport or media. A trading company in Riyadh typically needs the first two. A factory needs all three, plus environmental and civil defence approvals.
